Although the double carbon target is still promoting the development of new energy based on wind power and photovoltaic, under the influence of many factors, the development hot spots and investment pattern of photovoltaic power stations in China are changing.

On the one hand, under the strict requirements of food security and ecological red line, the relevant standards of land for photovoltaic power stations, including water for forest and grass, have been continuously tightened. First, the Ministry of water resources issued the guiding opinions of the Ministry of water resources on strengthening the spatial control of the shoreline of rivers and lakes, making it clear that photovoltaic power stations, wind power generation and other projects should not be built in rivers, lakes and reservoirs. The construction of photovoltaic and wind power projects around lakes and in the branches of reservoirs shall be scientifically demonstrated and strictly controlled.

After that, the Ministry of natural resources solicited opinions on supporting the development of photovoltaic power generation industry and standardizing the management of land use, forest and grass, and proposed that no cultivated land and forest land should be occupied for the construction of composite photovoltaic projects using agricultural land. If the area of agricultural land is not more than 50% of the total land area of the project, the photovoltaic array and the collection line using the direct buried cable laying method may not go through the land use formalities.

Although the official document has not yet been issued, the feedback from the front-line developers shows that the policies for photovoltaic land in various places, especially in the central and eastern regions, are gradually tightened. A frontline developer said that the above policies have limited the future development space of photovoltaic power stations in the central and eastern provinces. Some provinces have no suitable land for new energy power stations, while the southern provinces with developed water systems have also greatly tightened the development space under the tightening of the policies of the Ministry of water resources. "The company has made it clear that it will go deep into the northwest provinces to carry out the strategic deployment of new energy power station development.".

On the other hand, in the process of promoting the double carbon goal, all localities are planning large base projects with their own characteristics in combination with local characteristics. Under the condition of limited land use, the large base projects are also planned in combination with the characteristics of each province. In addition to deserts, Gobi and deserts, the large base projects include coal mining subsidence areas, abandoned mines, saline alkali lands, tidal flats and cross industry photovoltaic + etc.

For example, Shandong Province, in combination with its regional characteristics, has focused its planning on the two ten million kilowatt offshore photovoltaic bases "around the Bohai Sea" and "along the Yellow Sea", the ten million kilowatt integrated wind and power storage and transmission base in the saline alkali beach of northern Shandong, and the "photovoltaic +" base in the coal mining subsidence area of Southwest Shandong; While Inner Mongolia, which is mostly desert and coal mining area, focuses on desert control, coal mining subsidence area, open pit waste dump and other idle land; Sichuan, Yunnan, Guizhou and other places close to the water basin mostly focus on the integration of water and scenery and other multi-functional complementary modes.

In addition to the vigorous promotion at the policy level, enterprises in the new energy industry are also continuously exploring how products and systems can match the industrial needs of the large base.
