The photovoltaic experts learned that the national development and Reform Commission recently solicited opinions from relevant departments on the new energy on grid tariff policy in 2021. According to the draft, the central government will no longer subsidize the newly filed centralized photovoltaic power station, industrial and commercial distributed photovoltaic and newly approved onshore wind power projects from 2021.
In terms of on grid electricity price, the electricity price of new projects will be divided into the following two categories based on different electricity prices with the number of guaranteed hours as the dividing point:
The first category is the projects within the guaranteed grid connection scale determined by the state (i.e. the projects within the annual new scale determined according to the non-aqueous renewable energy responsibility weight index of each province). The on grid price consists of two parts: the power generation within the acquisition hours (obtained through competitive allocation and shall not exceed the guide price) + the power generation beyond the acquisition hours (directly participating in market transactions to form the on grid price).
The second category is the market-oriented grid connection scale part (projects other than the guaranteed grid connection scale), that is, the projects after the grid connection conditions are implemented through self construction, joint construction and sharing or purchase of services and other market-oriented methods, The on grid power price is also divided into two parts: to guarantee the power generation within the hours of purchase (the on grid power price is implemented according to the local guiding price of the year and does not participate in the competitive configuration) + to guarantee the power generation beyond the hours of purchase (directly participate in the market transaction to form the on grid power price).
The document also specifies the hours of guaranteed acquisition, which shall be subject to the provisions on the minimum guaranteed hours of wind and solar power in the notice on the requirements for the management of full guaranteed acquisition of wind power and photovoltaic power jointly issued by the national development and Reform Commission and the National Energy Administration in 2016.
However, the above-mentioned documents do not specify the minimum guaranteed acquisition hours of the three types of photovoltaic resource areas. This document also specifies that the hours of non guaranteed acquisition are calculated according to the reasonable utilization hours, The reasonable utilization hours of the new project shall be implemented in accordance with the provisions of the supplementary notice of the Ministry of finance, the national development and Reform Commission and the National Energy Administration on the relevant issues of several opinions on promoting the healthy development of non-aqueous renewable energy power generation (CJ [2020] No. 426).
Among them, the reasonable utilization hours in the whole life cycle of photovoltaic power generation projects in class I, class II and class III resource areas are 32000 hours, 26000 hours and 22000 hours. The reasonable utilization hours of the whole life cycle of the photovoltaic pioneer base project and the bidding projects in 2019 and 2020 determined by the State shall be increased by 10% on the basis of the hours in the resource area. That is, the reasonable utilization hours of photovoltaic projects in the three resource areas are 1100 hours.
The reasonable utilization hours in the whole life cycle of wind power projects in class I, class II, class III and class IV resource areas are 48000 hours, 44000 hours, 40000 hours and 36000 hours respectively. The reasonable utilization hours of offshore wind power in the whole life cycle are 52000 hours.
